What is this pipe for? Why do you need fresh water in the bay?

The Töölönlahti bay is pretty shallow, middle of the city, relatively badly contaminated and eutrophicated. The water quality is bad. They try to revive the bay by pumping fresh water to the bay. The bay itself is very nice recreational area, but it would be even better if it was clean enough, for fishing and swimming for example. And of course the animal population around there would be healthier and happier :) Pumping fresh water is of course just one action they make.
