I suppose, the fog is the reason, why it is so dark...

I think, in this kind of wheather, a movie maker could turn some scary mystery film with all sorts of strange creatures sneaking around.

It just looks dark, because the exposure time of the picture is so short. Without the dimming effect of the fog it would have been impossible to take a picture like this (without any filters). Actually there was quite much light in the landscape, the sun being visible from time to time.
