Niklas, are there candles (candle-shaped lamps) in the windows? Or what are these?

Essi, yes. The "candles" are usually set up for the Independence Day (December 6th) and removed around Epiphany (January 6th). There are similar lights in all buildings surrounding the Senate Square.
